83375 - Long list of bookmarks in Personal toolbar doesn't scroll properly

Using win32 build id 2001053004
.If you have a list of bookmarks that take are longer than the size of the
screen, then when you click on bookmarks on the personal toolbar the list
doesn't scroll properly, the scrolling part is on the botttom 5th of the menu
only.

Steps to reproduce
1. Start mozilla
2. Click on bookmarks on personal toolbar

Actual results
1. Scrolling portion is at bottom of menu

Expected results
1. Whole menu scrolls

Workaround
Either
Change theme through View, Apply Theme (even if it's to just the same theme)

or
Use bookmarks in main toolbar

Using win 32 build ID 2001060604. Sometime between this build and the last one I
tested it on (2001053004), this bug has been fixed presumably by a fix to
another bug.

mass-verifying claudius' Fixed bugs which haven't changed since 2001.12.31.

if you think this particular bug is not fixed, please make sure of the following
before reopening:

a. retest with a *recent* trunk build.
b. query bugzilla to see if there's an existing, open bug (new, reopened,
assigned) that covers your issue.
c. if this does need to be reopened, make sure there are specific steps to
reproduce (unless already provided and up-to-date).
