Steps to reproduce:

This problem I get in Windows 7 x86 professional, in Win Xp pro x86 any problems.

I have two browser: Chrome and Firefox. If I try open youtube video with quality 720-1080p (fullscreen) in Chrome I don't have any problem, but if I try open it in Firefox I get static image that updated sometimes. In attached screenshot you can see when I play video in firefox flashplayerplugin process load CPU to 70%.
Hardware acceleration is disabled for flashplayer in this two browsers.

What happens if you disable the protected mode in flash as test ?

Do you changed Chromes setting to use the external flash player and not the internal one to get comparable results ?

In google Chrome I get this problem too, but I fix it in plugin manager chrome://plugins/ set disable pepflashplayer.dll and stay enable NPSWF32_11_5_502_146.dll
After this, flash player in Chrome working extreme fast.

Now I set ProtectedMode=0 in C:\windows\system32\macromed\flash\mms.cfg , reopen firefox, open video in fullscreen in high resulution 720-1080p. result: steel display slow - several frames (1-2( per seconds ~80% CPU load. In Chrome all working fine.

Unfortunately, Firefox has no control over how Flash implements its fullscreen window. Unless Firefox is using CPU, this is unlikely to be directly related to Firefox and is just a difference in how Flash implements fullscreen, which is not the same in all browser. I strongly encourage you to report this bug to Adobe.
