steps to reproduce:
1. Tester has AT&T sim in their unagi phone
2. Launch marketplace-dev app and log in
3. Navigate to the details page for a paid app
4. Click on the purchase button
5. Create/Enter PIN
6. When prompted to send the code to 22646, click on "Send SMS"
7. Send SMS
8. Switch back to marketplace-dev app
expected behavior:
After sending the SMS successfully, tester should proceed to the next step of purchase.
observed behavior:
After sending the SMS successfully, the tester is stuck in the SMS screen
carrier: AT&T

We are no longer doing the short code flow. We decided to pursue an MT flow. See bug 834257
