834021 - Clear Recent History dialog grows to have a bunch of bogus padding when I open, close, & reopen its "details" pane

STR:
 1. Tools | Clear Recent History (or ctrl+shift+del)
 2. Toggle Details to open (if it's not already open), then closed, then open

ACTUAL RESULTS: You're left with a dialog that has a bunch of useless padding at the bottom.

Mozilla/5.0 (X11; Linux x86_64; rv:21.0) Gecko/20130122 Firefox/21.0

RyanVM reproduced this on Windows 7, too.
