834080 - Set marionette.force-local=true by default on b2g desktop builds

On b2g desktop builds, Marionette won't function unless you set marionette.force-local=true, since attempting to open a port listening on 0.0.0.0 fails on this config.

We should set marionette.force-local=true by default for this build, when ENABLE_MARIONETTE=1, so people don't have to modify their profile before Marionette will function.
