See 3GPP TS 27.007 section 7.15 "Unstructured supplementary service data +CUSD". We have to implement such AT command in both hardware/ril & external/emulator. Emulator console commands are also mandatory. Something like "ussd send <n>[,[<dcs>][,<str>]]".
