The SBI agreement with Bango (terms of service) runs out every year. So we don't need to worry about this until say mid-2014, but we will need to have a way for developers to get a new agreement and re-agree to it.

No need to do anything on this.  The developer terms auto-accept the SBI process annually, unless the developer specifically writes to stop:

Note from developer terms:
This agreement [SBI] to self-billing invoicing automatically renews every 12 months, unless You notify us in writing of Your intention to withdraw from the system.
