The SBI agreement with Bango (terms of service) runs out every year. So we don't need to worry about this until say mid-2014, but we will need to have a way for developers to get a new agreement and re-agree to it.

No need to do anything on this. The developer terms auto-accept the SBI process annually, unless the developer specifically writes to stop: Note from developer terms: This agreement [SBI] to self-billing invoicing automatically renews every 12 months, unless You notify us in writing of Your intention to withdraw from the system. Bug can be closed if you are ok with this info?
