This is cruft that was left over from when we supported signed scripts. It was kept because the JAR signature verification code used by the XPI installer still needs it. However, bug 835177 will fix that.
Note: when we remove nsIZipReader.getCertificatePrincipal, we will be able to remove all of the manifest file parsing in nsJAR, which may make signed JAR files less memory-hungry.
Summary: Remove nsICertificatePrincipal → Remove nsICertificatePrincipal and nsIZipReader.getCertificatePrincipal
