moving to m9 since I got a message from Hyatt saying that some work still needs to be done on XUL frags. Changed platform

Moved code off into a xul overlay. Hacked up some sample content. Open Windows should give a window list and the icons should launch the respective apps.
Status: RESOLVED → VERIFIED
selecting the icons launch the correct applications, marking verified. Tested on Mac, win95 and Linux
