Saw this all platforms in Classic theme:

Win32 2001-05-31-09trunk
Linux 2001-05-31-08trunk
Mac 2001-05-30-08trunk

Steps to repro:
1)Launch NS in Classic theme
2)Go to Edit-->Preferences
3)Click Tab to get to Default radio button for Navigator "Home Page"
4)Now click Tab again

Actual Results: You tab to the "Location" Text field

Expected results: You should tab to "Last Page Visited" (the next radio button 
option.)

NOTE: This occurs in other dialogs for radio button options too, such as Mail 
account setup (selecting radio button options for ISP, AOL, Webmail etc).

I belive it was by design to behave that way - at least on macintosh since 
you cannot do that in other mac apps.

I have no problem with re-enabling this but i think folks like pinkerton and 
smfr might need to be in the loop
looks like getting focus on radio buttons is by design in mac:

After checking how things work on Windows, and double-checking with German, this
is actually the desired behavior. 

Marking wontfix.
