836123 - eliminate the mysteriously old tinderbox-standalone-tests

This looks (and is!) really old and casual MXRing didn't show that any
of this was used anywere.

shows two commits: the automatic MPL1 -> MPL2 license migration last
year, and migration from CVS.

ABICT this code isn't currently useful or used anywhere.  :ctalbert
believes it is the pre-Talos Talos and I'm inclined to think he's
right.  Unless there are any objections, let's kill it.

I didn't request any unit tests (or talos tests, for that matter) since ABICT this code isn't used at all.  Of course, by the same token, that being true I shouldn't push to try at all.  But I'm a paranoid guy and I'd rather err on the side of caution.  If we want to test anything additionally, or scour any additional trees for references, or mail a mailing list, lemme know.
