Currently the cron job that updates names and default locales for apps only works on Approved apps, which means any name/locale changes for unapproved apps get missed (e.g. when they're in the queue).  The job should pick up these too - but not flag for re-review.

I think once its rejected we can ignore it again.  Though maybe it would be good to trigger it on any status change?  (different bug?)
Do you still want the review history logs while the app is pending? Or bypass those too and just follow the name changes?
I think we can skip the review history log for names changes.
