We already have notification bar supported, it just needs better styling. Changing this up to be specific to panels (like the identity panel).

AFAICT, we don't have a v1 blocker for identity panel.
I'm going to resolve this for now. It's not clear to me there *is* a general solution that applies to all the ways Firefox uses panels. We can develop one-off or re-usable solutions for specific bits of the UI as we need them.

Also note that we have some existing widgets like the <arrowbox> and <flyoutpanel> bindings that address many of these use cases.
