Most of the prefs in the "Content" panel are going away, since they are not included in our stories for Firefox Metro v1: - Enable JavaScript - Enable Images - Reflow on Zoom "Set character encoding" will be included in some form in Firefox Metro (see story UC-8-11), but I'm removing the pref for now because it currently does nothing. When we restore this feature it will have different strings and code, so there's no benefit to keeping the current broken pref in the meantime.
