At today's teleconference the CSS Working Group agreed to change the definition of non-ASCII to include U+0080 to U+009F, which makes them valid identifier characters.
Summary: change U+080 to U+009F to count as non-ASCII in CSS scanner → change U+0080 to U+009F to count as non-ASCII in CSS scanner
This is as was proposed in
http://lists.w3.org/Archives/Public/www-style/2013Jan/0394.html
and resolved in the CSS Working Group's teleconference on 2013-01-30.

Make all non-ASCII characters be CSS identifier characters.

I'll have to fix up the patches in bug 543151, but 's no big deal.

We should continue serializing this character range with hexadecimal escapes, but that just means nsStyleUtil::AppendEscapedCSSIdent should *not* change and indeed it has not :)
