836757 - Settings icon does not work properly on Mobile

Steps to reproduce:
1. Load Marketplace-dev app on B2G simulator or https://marketplace-dev.allizom.org/ on Nightly on your Android phone
2. Log in and click the Reviewer Tools link from the footer
3. Hover your cursor over the Settings button
4. Tap the Settings button

Expected results:
Tapping the Settings button opens the Settings sub-menu.

Actual results:
On B2G, user is unable to select one of the links from the Settings menu.
On Android, the Settings menu is not opened after being tapped and user is taken directly to the Account Settings page.

Notes/Issues:
Verified on FF21 (Android 4.1.1) and B2G simulator (Linux).

The behaviour seems as expected on both Android and FirefoxOS to me (i.e. tapping takes me directly to the account settings page).  Recommend wontfix.

I'm calling this a wontfix (or its been fixed in another bug).  REOPEN if its still an issue.
