After an offline discussion with Fang, we think it would be better to stick with using a spinner. The reason is that for the next generation building blocks, we are removing the restriction that spinner is used only when data is being sent, and activity bar is used when data is being downloaded. This is due to the fact that spinner and activity bar does not provide any visual hint whether it is downloading or sending data; therefore, user would not know the difference by looking at it. Also, removing the restriction will give the designer more freedom to choose component suitable for different cases.
