Strange, I'm not sure where my initial description went.
The BGP session between sjc2 and mtv1 did not look consistent with how a functioning one should be. Clearing the session restored full routing.
Sadly this could have been avoided if it happened in 4 or so hours from now when we had scheduled to bring up the redundant link (bug 815686).

For posterity, this caused tree closure.
[15:30:06] (PT) -- all trees with mobile jobs closed
[18:50:53] (PT) -- all trees reopened (after releng verified state sanity)

Err--- second time was ET, not PT, so ~ 21 min closure
