steps to reproduce:
1. Launch the marketplace-dev app on your unagi phone
2. Log in as a brand new user
3. Enter a 4-digit PIN in the 'Create a PIN' screen and click Continue.
4. In the 'Confirm your PIN' screen, click on 'Forgot PIN?' button

observed behavior:
Nothing happens on clicking Forgot PIN since the user is still to set their PIN


Let's not show the 'Forgot PIN?' button to new users. We should just show "Cancel" button as specified in the mocks- https://www.dropbox.com/s/fjr5aqt8mqq8faq/marketplace-id-payments-20121017.pdf
