- Remove useless make install rule
- Remove NSPR-related flags from modules/libbz2/src/Makefile.in, probably cargo-culted from modules/libmar/src/Makefile.in, but useless.
- Remove NSPR-related flags from modules/libmar/src/Makefile.in, which are useless since bug 798564
- Remove NSPR tier from tools/update-packaging/build.mk, since NSPR is not required for update-packaging since bug 798564
- Add the NSPR tier to toolkit/toolkit-tiers.mk, now that there's only one place including config/nspr/build.mk, and remove config/nspr/build.mk.
