83824 - Download Headers for Newsgroup dialog should not prevent browser use

Currently users use the subscribe dialog to subscribe to new newsgroups, then
click on the result and find a dialog asking whether to download All, All New,
or x number of headers from the group.

This dialog not only cuts out usage of the parent MailNews window (for
architectural reasons) but it also disables the browser. The latter part is Not
Good[tm].

The dialog should be model to it's parent window only, thus the browser will
still get UI events from the mouse.

I've successfully switched from the modal window in Mail & News to the browser window while downloading 130775 headers from mozilla.support.firefox using this build:

Mozilla/5.0 (X11; Linux i686; rv:2.0.2pre) Gecko/20110519 Firefox/4.0.2pre SeaMonkey/2.1.1pre
