May I ask why you want the find bar to be at the top of the screen? There are good reasons why it is at the bottom (along with the location bar) in IE10.

Firstly, the context menu that opens the find bar is at the bottom of the screen, so the user won't be looking at the top. Secondly, the on-screen keyboard would be directly below the find bar if it were at the bottom.

I was not on the same page with Asa's user story. I don't think moving to the top of the screen is a good idea. 

The Find bar is potentially treated as a conditional app bar. It contains commands, such as "Previous", "Next", "Close". Having them at the bottom of the screen is the most efficient way of interacting with these controls.

Also, when the soft keyboard is in use, if the find bar sits right on top of the keyboard, users' sight focus won't have to move up and down while they are typing. 

As being said, I think currently what we have for the find bar makes sense.
