*How to reproduce:
0. Flash the phone
1. go thru FTU
2. Use "adb shell netcfg" to see the status of internet
*Expected Result:
Should show "wlan DOWN"
*Actual Result:
showing "wlan UP"

The original way to figure this out is by helping of Salvador de la Puente González.
The cost controll app is showing unusual Wifi usage when settings shows "wifi offline"

PS. if you go to settings, you will see wifi showing as "offline"
if you go to cost control app, you will see wifi usage increase graduately.

What happens if you try toggling it?
Not blocking since even though this is not ideal, it's not something we'd hold a release for.

If you go in to "settings" app and go into "wi-fi" section, it would automatically turn it on. However, if you don't go into "wi-fi" section, it would still show that it's offline. In that case, it's no good because there the wifi is actually turned on and doing something.
The quick fixed might be tried to initialize wifi to off

discovered during smoketest,
Similar issue with Bluetooth Settings, shown Off while it is On
STR:
1. set Bluetooth to ON
2. do OTA update to Build ID:20130225070200
3. open Settings
Expected:
- Bluetooth is shown On (paired or not paired)
Actual:
- Bluetooth is shown Turned Off
- turns On automatically when open Bluetooth details

I have stumbled upon this bug in Flame phone with OS 1.3.0.0-prerelease, Update channel default, Platform version Gecko 28.0.
It is kind of hard to replicate, as this seems to be triggereded when error happens during starting wi-fi connection.
Settings screen reports Wi-Fi as offline even the phone is online, notification/status bar shows wi-fi signal, "adb shell netcfg" reports "wlan0 UP". Wi-Fi menu does not list network as connected. When Wi-Fi is toggled off Wi-Fi is reported as disabled in Settings screen and "adb shell netcfg" does not report wlan0 at all.
After phone is restarted everything is back to normal.
