Tried to save the bug without any modifications
Actual results:
Bugzilla showed the below text

Email sent to:
no one
Excluding:

Expected results:
Instead telling the user that changes were submitted (when there were actually no changes made), it would be nice if it says something like below.
"Bugzilla don't see any change to save. please use back to confirm if you've
indeed made any change(s)"
or
"No changes submitted for bug XXXX
Email sent to:
no one
Excluding:
XXXXX "
