1. New private browsing window
2. Cmd-T three or four times for multiple tabs

Result:
Tabs are drawn in the same place as browser UI - title, buttons, etc.

Expected:
Tabs drawn below this UI, as in normal browsing mode.

This was reproduced on a Retina MacBook Pro, 10.8.2, on nightly 2013-02-07.

First daily build that it appears in is today's - 2013-02-07.
