Need a way to know that mobile data connection isn't working

Follow-up from bug 839076.
Under Cellular & Data, I had the Data connection option checked.
Therefore, I assumed that mobile data connection was working. It turned out, it wasn't, I was using the wrong mobile provider for that.
When a mobile data connection is there, a "H" appears on the top right statusbar.
But I didn't know that!
I think the Data connection checkbox shouldn't be checked or a warning should be displayed that the mobile data connection isn't work, when that option is checked.
Because now, I'm to be believed that the mobile data connection is working, while it isn't. Totally confusing!

I agree the usefulness of this feature, however I don't remember seeing any prior art.
UX should probably the best person to respond this kind of feature suggestion.

More context: we should treat device that Not connected(Offline)/No SIM card more seriously

Can't understand the specific reason of using wrong mobile provider. But I assume that there may be some use cases, which cause by wrong settings, make the data connection not available permanently. e.g. using 2G SIM card, using wrong APN....
In those situations, Data connection shall be grey-out.
