83977 - Installer fails to complete with -229 error

Description

seen on mac commercial and mozilla builds 2001-06-04-04-trunk with full and stub 
installer

Running the install process gets a failure in loading Navigator file 14 0f 14. 
error message pops up to screen indicating failure with error -229.

Note:  Netscape6-mac.sea.bin works.  smoketesting with that.

-229 is a "true" SCRIPT_ERROR, indicating that the js that the installer used
broke, though i suspect it's more likely that an xpi file was corrupted or empty
or something. leaving assigned to ssu, but still looking.
