839866 - Set the dom.experimental_forms pref for all tests, not just a few select tests

Currently we only set the dom.experimental_forms pref for a few tests. We should set it for all tests.

I'm afraid this could break some tests but if that happens to not be the case, r=me (and bonus point if you clean up the tests the tests setting the pref ;)).
