The current headers will differ slightly from the 'Submit an App' page after bug 839662 is implemented so we'll need to make them look the same in the next iteration.

This change just needs to be replacing the gear icon in the submission/management headers with the list of links in the updated header on the rest of the site (API Reference, Support, Submit an app, Marketplace, Sign-in/Gear icon). Additionally, since we'll have a "Submit an app" link in the header of every page after this change, the "submit a new app" item should be removed from the top menu of the submission pages (it doesn't make a lot of sense here anyway, but I assume it's just sharing a menu with the management pages.) 

This will bring all of the headers into happy, unicorn-esq unity, at least until something else changes somewhere :p
