840516 - Implement mail functionality for Mozillians mail modal.

Right now, there is no functionality for this modal.

When a vouched Mozillian clicks on the "Mail Reps" button, he/she should be able to mail all the Reps associated with the specified interest in the respective tab.

If I understand this correctly, the mail you send from the dashboard goes to Reps who have the same interests as you. What happens if no one has your combination of interests?

The button is only displayed when there are mozillians to send email to.

Verified able to email reps for each section that has reps, and button does not display for interests without Reps.
