I not sure which bug reordered things, but NS_GetSpecialDirectory started failing because the directory service was already shutdown.

Got reverted because of an android build failure. I didn't realize that mozPoisonWriteBase was not linked in. A try push is at https://tbpl.mozilla.org/?tree=Try&rev=9a106d44e989.

Same as before, except for two fixes:

* Provide a stub version of InitWritePoisoning.
* Call it a bit earlier, so that it works when an xpcshell test changes the directory service.
