In order to make profiles more searchable, we're planning to require Latin characters for the 'Full Name' profile field (part of bug 840332).

Let's create a 'Local Name' field on profiles so that Mozillians with names that use non-Latin characters can still show their local name on their profiles.

[Fix bug 841224] Add profile field for full name in local language.

* Add DB model entry
* Expose local language name in UI.
* Expose name in local language in admin.

Verified on stage:

* A new field exists for adding the full name in local language.
* Non-Latin characters are saved and rendered OK.
