Had a chat with glob about this, the check_serverops_bugs.pl script should be cleaned up and moved under contrib/ so the Bugzilla devs can update it if need be when things change. Tracker bug for the same.

- works correctly from bugzilla/contrib
- requires a single argument, the assignee to check
- refactored for readibility
