In gallery, rotate the image 90 degrees, and notice there is a noticable delay when the photo is resized to fit the orientation.

Note: this device has qcril installed.  doesnt happen on Unagis.

Repro:
1) install mwc build on beetlelite

2) launch gallery with pictures
3) rotate the phone 90 degrees, and watch the delayed image when orientating

Expected:
- no noticable orientation and resizing when rotating

Actual:
- you can see the orientation rotating and resizing

Nobody in perf team has a Buri. Adding qawanted. Please retest and close if no longer an issue.

Unable to repro on the Buri 1.2 mozilla RIL.  Changing the orientation does not cause the rendering issues shown in the YouTube and screenshot.
