In SeaMonkey for Linux64, I don't see this bug: both "SeaMonkey default" and "SeaMonkey Modern" themes are listed in the Add-ons Manager, as well as any third-party themes and Personas I have installed.

The C:\Program Files (x86)\Mozilla Firefox\browser\extensions\{972ce4c6-7e08-4474-a285-3208198ce6fd} folder, and the needed install.rdf and icon.png files from that folder are missing if you upgrade.  It exists in the zip builds.

The .../browser/... in your path makes me think this bug is Firefox-only. With SeaMonkey the default theme is (on Linux) /usr/local/seamonkey/extensions/{972ce4c6-7e08-4474-a285-3208198ce6fd}.xpi which I suppose would equate on Windows to something like C:\Program Files (x86)\Mozilla SeaMonkey\extensions\{972ce4c6-7e08-4474-a285-3208198ce6fd}.xpi — in both cases without the .../browser/...

I suspect bug 755724 as a possible cause of the regression.

Steps To Reproduce:
1. Install http://ftp.mozilla.org/pub/mozilla.org/firefox/nightly/2013-02-11-03-10-55-mozilla-central/firefox-21.0a1.en-US.win32.installer.exe with default settings and Launch browser
2. Confirm Default 21.0a1 Theme exists in Add-ons Manager
3. Update from Help > About Nightly and Restart
4. Open Add-ons Manager
