Right now, the debug output in nsCSSFrameConstructor is only accessable by
recompiling. Attaching a patch to fix that.

r=dbaron, although you might want to move the |#include "prenv.h"| outside of
the |#ifdef DEBUG| to prevent future opt-only bustage (although the only other
thing prenv.h includes is prtypes.h, so the risk is very low...)
