To solve our problems around payment accounts, let us restrict apps to have just one owner.
I think fixing the payment account will be easier and also fix it for admin and reviewers too. Is there anything else beyond bug 840188?
WONTFIXing in favour of bug 840188. We will lock payment changes to one owner.
