Something that would emulate what explorer does. We might want some sort of a built-in test mode so that we wouldn't have to worry about launching the browser.

This is a longer term want vs. need bug.

What does CHE stand for?  I'm not totally following what is needed here.  (I'm a win8 newbie).

This is a back burner bug so don't waste any time on it unless you have time to kill. :)

The ceh (command execute handler) is what launches firefox into metro land -

It's a com component that Windows loads when someone tries to launch a browser. xpcshell tests could load it as well and mimic what Windows would do for test purposes. We would probably have to shunt the actual browser launching part though.
