using 6/17 build of apprunner on Windows

1) launch apprunner
2) launch editor
3) highlight some text
4) click on bullet list

the text becomes part of the bullet list

5) click on numbered list

it doesn't change the entire list to a numbered list. it adds one line
into a numbered list, but not the whole thing..also indents to the right.
stealing these bugs from buster

not sure i understand the bug report, but if I do, then this is fixed.

closing this bug out, filing new ones...verified fix in 6/30 build.
