Only thing `sdk/keyboard/observer` module does is aggregates events keyboard events from all browser windows into single place so it can be observed. We should just dispatch observer notifications with keyboard event info and target browser window (probably already included by event.target). Probably this should go into browser.xul or xbl that defines browser.xul
