Steps to reproduce:

Download any file.
We can see this file download process in Download Panel.
'Clear List' button is shown disabled during download-in-progress which is as expected.
However, when the download is completed, 'Clear List' button is still shown as disabled.



Actual results:

'Clear List' button is shown disabled


Expected results:

When the download is completed, 'Clear List' button is still shown as disabled.
NOTE: There is no other file which is still getting downloaded.

Work-Around: User has to select the file and click on 'Remove from list' option in order to clear the list.
