Overview: Instead of a shortcut being placed on desktop when performing drag and drop from the downloads panel, the actual file is placed on the desktop.
Build ID: Mozilla/5.0 (Windows NT 6.1; WOW64; rv:20.0) Gecko/20100101 Firefox/20.0
OS: Windows 7 x64

Steps to Reproduce: 
1. Launch Firefox and perform and download
2. When download is finished, open Downloads Panel and drag and drop to desktop

Actual Results:
The actual downloaded file is moved to desktop.

Expected Results:
A shortcut for the dragged download is placed on the desktop.  See MozTrap testcase #6130 for details.

Hmmm...Jonah, your bug report made me think twice on the expected result for the test case #6130. 
The same behavior is encountered also on the previous Firefox versions (versions like Firefox 4.0.1).

I modified the expected results in the test cases.
