Add (+) icon to add new css rule in Style Inspector. 

Rationale: On mouse over show icons to enable/disable(currently a checkbox), remove(-) or add(+) or modifty(edit) icon

A rule or a property?

If a rule, then the Style Editor is what you want to use.

To add a new CSS property
There is no (+), but you can click on an empty place in a ruleset. And to remove a property you can use the checkbox.
