845120 - Options flyout doesn't scroll via touch

STR:

1) connect to sync
2) open options
3) click "Details"
4) try to scroll the flyout up to see other options

result: the flyout doesn't scroll iva touch. Mouse wheel works.

Touch scrolling works for me, but is *extremely* laggy.

It worked again for me today. Seems kind of touch and go.

From what I can tell, we no longer need to scroll in the Options flyout so this isn't as serious of a problem. Jimm, can you confirm that this doesn't happen any more?

I would suggest we keep this around for when we do have scrollable flyouts. Once we sort out perf issues with scrolling in xul panels this will get dealt with in some way or another.
