FWIW, if invoked with plugins.click_to_play;true set the Playback is fine.

Yes, CTP disabled stops the video playback.

It works with UA spoofing 
user_pref("general.useragent.override.proscape.com", "Gecko/[^ ]*#Gecko/22.0");

Interestingly enough, if you have Flashblock Addon installed, then click the 'icon' in Flashblock to allow the video to play the video does appear.  If Flashblock is disabled then sound and no video.

The proscape.com website is 404 so this bug has no test case.
