845497 - [B2G][Call] Delayed “incoming call” screen is shown, when a call is made during “bust processes”

Attachment: Delayed Incoming call "ghost"

When a call is made during the “bust process”, the user is later presented with a delayed “incoming call” screen. 

Repro Steps:
1. Updated to Unagi Master Build ID: 20130226031044
2. Reboot the phone
3. Load the browser app
4. Load http://people.mozilla.com/~cjones/membuster.html
5. Click "bust processes"
6. Immediately call the Unagi phone while the tabs are loading, from another phone (device B)
7. Wait for a couple rings, or until you hear the voicemail turn on. 
8. Hang up (device B) 
9. Observe the Unagi phone

Actual:
After a few seconds, the “Incoming Call” window will show up. It gives the user the impression that he can still answer/deny the call. 
Note that Device B has already hung up.

This issue has been verified as fixed on the v1.0.1 nightly 20130226031044, as well as the master 20130227030553. The calls go through now while "bust processes" is loading tabs.

use worksforme when there's no patch with the bug that we know fixed the issue
