Details

Pinned tabs are much less transitory than normal tabs (they're expected to exist for the life of the application), and they're more likely to be switched to than other normal tabs (not sure if we have hard data to prove this, though).

As such, pinned tabs are much more likely to be negatively affected by their images being discarded when the user switches to another tab, then back to a pinned tab. Would be good to either never discard visible images in pinned tabs, or at least be much less aggressive about it.
