846289 - back out bug 844053 as part of next desktop firefox release

We added a short term hack in bug 844053 to do a win8 only release. We need to back this out around the time of pushing snippets (probably best to do it just before we push so that QA can test everything at the same time), otherwise win8 users won't get updates to the latest release.

We talked about this in the 19.0.1 post mortem and decided that we should back out the hack for "releasetest" just before we start the release so that we can test on releasetest properly. We'll finish backing out the patch right after pushing the release channel snippets on release day.

aus3-staging is currently AUS2_PRODUCTION + this, and seems to be working.

Both of these offer 19.0 right now:

This is done and verified. QA should confirm that non-Win8 18.0.x or older updates to 19.0.2 instead of 19.0.

Verified all Firefox versions on release channel update to 19.0.2 on all platforms.
