Make 3rd-party cookie options available in Page Info and Data Manager windows

Feel free to split either off into a separate bug if that's better. This is independent from any code shared with Firefox, each application has its own implementation of the Page Info dialog. There is Firefox bug 770705 on the update of their about:permissions page for the ACCESS_ALLOW_FIRST_PARTY_ONLY option which could serve as a template for a solution in SeaMonkey.
