This is because when the version is rejected the file is moved to the guarded path. The mini-manifest needs to load this path when rejected to find the manifest to populate the mini-manifest. Also check that signing, etc works while rejected.

It looks like that took care of it. If not, however, re-open and I'll dig a bit further.
